All travelers to Singapore must submit their Singapore Arrival Card before arriving. You are required to submit the SGAC within three (3) days, including the day of arrival, prior to your arrival in Singapore. For instance, if you are arriving in Singapore on May 8, you can submit your declaration from May 6 onwards. The arrival card can be completed online here:
